In this ayah Allah describes those who have taqwa, those who seek Allah’s protection, as people who control their anger and forgive. These are the people Allah loves. The word “kaadhem” is used to refer to the action of swallowing food, so when Allah uses it here, He is emphasizing that He loves those who not only control their anger, but swallow it completely, leaving no trace of it in their heart.
