It is the royal style of Allah to do commitment. The selection of the words of Allah are unique and meaningful. Allah is our king so he uses the word May be when He have to do any sort of promise for example if the king sends his slaves for work and say them if you will work hard maybe I reward you. So, may be is promise in this condition.
