They were investing to end Islam.
Throughout history, there have been various efforts to eliminate Islam. The enemies of the Prophets invested significant resources to bring an end to Islam. Allah gives an example here and warns us that many more campaigns aimed at eradicating Islam from society will continue until Judgment Day.
